How to use create fillable pdf forms
Open your PDF
Drag and drop your PDF onto the upload area, or click to choose a file. The file stays on your device — there is no server upload. The editor opens with the field-drop tool active.
Click to drop fields
Pick a field type from the Forms dropdown — text input, checkbox, or radio button — then click on the page where you want it. Drag to resize. Switch field types as you go without leaving the tool.
Configure each field
Click any placed field to set its name, default value, and (for text fields) whether it's single-line or multi-line. Radio groups need a shared group name so they single-select correctly.
Save the fillable PDF
Use Export PDF to save the finished form to your device. Recipients can open it in any standard reader and fill the fields.

Is creating forms really free?
Yes. Free with no signup and no per-conversion limit.
Does the file leave my computer?
No. The form designer runs entirely in your browser. USA Sky PDF's servers never see your PDF for this tool.
Does this auto-detect form fields from my PDF's layout?
No. Adobe Acrobat Pro has a "Prepare Form" command that scans the document layout and tries to infer where fields should go from the visual structure. Our tool is manual: click each spot on each page to drop a field. For digitising a long pre-printed paper form with many repetitive fields, Acrobat Pro will be faster (but expensive); for adding a handful of fields to an existing PDF, manual placement is often quicker than cleaning up Acrobat's misdetections. We're considering auto-detection for a future release.
What field types are supported?
Text fields, checkboxes, and radio button groups in v1. These are standard AcroForm widgets that render correctly in Adobe Reader, Chrome's PDF viewer, macOS Preview, Firefox, and any other modern reader.
Can recipients fill the form I create?
Yes — open the saved PDF in any standard PDF reader and the fields are interactive. To collect filled responses, share the PDF and have recipients save and email it back, or use our /fill-and-sign tool to fill it directly in-browser.
How is this different from Fill & Sign?
Create Forms is for the author who's designing the empty fillable form. Fill & Sign is for the recipient filling out an existing form's fields. Opposite halves of the form lifecycle.
