Create or Edit PDF Bookmarks (Outline)

Add, edit, rename, reorder, or nest bookmarks in a PDF's outline so readers can jump straight to a section, chapter, or page. The existing outline (if any) loads pre-populated. Free, in-browser, and no signup — your file stays on your device.

How to use create or edit pdf bookmarks (outline)

  1. Open your PDF

Drag and drop your PDF onto the upload area, or click to choose a file. The file stays on your device — there is no server upload. Existing bookmarks (if any) load into the editor pre-populated with their titles, page numbers, and nesting levels.

  2. Edit, add, or remove entries

Rename any bookmark, change its page number, indent it under the previous entry to create a sub-bookmark, or outdent it back out. Add new bookmarks pointing at any page; delete entries you no longer need.

  3. Save the new outline

USA Sky PDF rebuilds the document's /Outlines tree from your edits in your browser. Nested entries become parent/child nodes; titles with non-Latin characters are written as UTF-16BE so they render correctly in every reader.

  4. Download the updated PDF

Click Edit Bookmarks to save the new .pdf to your device. Open it in any reader to confirm the bookmarks appear in the sidebar.

Why use USA Sky PDF

  • Your file stays on your device

Nothing is uploaded. The bookmark editor runs entirely in your browser, and the new file is saved straight to your downloads folder.

  • Nested chapters and sub-chapters

Indent and outdent controls let you nest bookmarks to any depth — chapter → section → sub-section is straightforward, and so are deeper hierarchies.

  • Unicode titles

Cyrillic, Greek, CJK, Hebrew, Arabic, and emoji titles all render correctly. We write hex-encoded UTF-16BE for any title that contains non-ASCII characters, per PDF 1.7 §7.9.2.2.

  • Reads the existing outline first

If your PDF already has bookmarks, they load pre-populated with page numbers and nesting preserved — you edit in place rather than starting over from scratch.

Frequently asked questions

Is creating bookmarks really free?

Yes. Free with no signup and no per-conversion limit.

Does the file leave my computer?

No. The bookmark editor runs entirely in your browser. USA Sky PDF's servers never see your PDF for this tool.

Can I nest bookmarks into chapters and sub-chapters?

Yes. Each entry has indent / outdent controls. The tree can go any depth — chapter → section → sub-section → sub-sub-section is fine. An entry's level can never be more than (previous entry's level + 1), which the tool enforces.

Does it support non-English titles?

Yes. Cyrillic, Greek, Chinese, Japanese, Korean, Hebrew, Arabic, and emoji all round-trip cleanly. We write hex-encoded UTF-16BE titles whenever the value contains non-ASCII characters — the PDF 1.7 standard format that every modern reader handles correctly.

Are my existing bookmarks preserved if I open the tool?

Yes — that's the whole point. We read the existing outline first (including nested children) and pre-populate every entry with its title, page number, and nesting level. You can then edit, add, delete, or rearrange in place. If you start fresh on a PDF with no outline, you start with an empty list.

Will this break the rest of my PDF?

No. Only the /Outlines dictionary is rewritten. Page content, form fields, annotations, metadata, and viewer preferences are all untouched.
